Please accept this letter as a recommendation of the work completed by Skip Starling and the National Fire Service Office (NFSO). Columbia County was looking to start up a paid Fire Department and had seven volunteer stations. Our ISO® rating at that time was 9/10.

Through his work and knowledge of the ISO® requirements and his availability to meet with county commissioners and other departments, we were able to start up and meet all deadlines we had set for ourselves and passed the ISO® test with flying colors. We are currently a 5/9 and have saved our residents hundreds of dollars each on their insurance premium cost.

The City of Lake City Commission and the Lake City Fire Department contracted services with Harold (Skip) Starling of National Fire Services Office as a consultant to assist us in lowering our ISO®’s PPC (Public Protection Classification). We are proud to say that the department was successful in obtaining a PPC rating from a five (5) to a three (3) with the professional and continued assistance from Skip.

It is with great pleasure that I offer this letter of recommendation for Skip Starling and the National Fire Services Office. It had been nearly twenty five years since the City’s last inspection. Skip was brought in to help us prepare the department for this detailed process and he guided us through it flawlessly. Our inspection was performed in January of 2009 and everything went just as he described it to us.
